Overall
Role
With
the guidance of the Director of Litigation, the Programme Manager will be
responsible for analysing and implementing CSL’s strategy and themes,
identifying key opportunities and developing and implementing a powerful
Litigation programme. The Programme Manager will establish and sustain positive
and effective relationships with key partners and contacts within and outside
Tanzania in the interest of promoting CSL’s objectives and to contribute to
CSL’s ambitious human rights litigation and advocacy agenda.
General
Responsibilities
·
Successfully implement
responsibilities and assigned activities linked to the Litigation
portfolio’s annual work program (and associated budgets) consistent with CSL’s
interests and policies.
·
Contribute effectively to planning,
monitoring, reporting, organisational knowledge management and dissemination of
CSL's work.
·
Comply with and foster adherence to
the established CSL policies, regulations, guidelines and procedures.
·
Participate actively in and
contribute to organization-wide learning and other joint activities.
·
Undertake any other lawful tasks as
may be assigned by the Director of Litigation or the Chief Executive Officer.
Specific
responsibilities
·
Analyze the country context in
relation to CSL’s priorities; identify constraints and opportunities, key
actors and potential partners.
·
Research and Identify opportunities
for intervention through litigation and establish the annual litigation program
in accordance with the CSL priorities and strategy.
·
Contribute to the development of
annual learning program based on CSL and partners’ litigation work.
·
Contribute to the CSL annual plan
and the learning, monitoring and evaluation strategy in collaboration with the
Head of Research and Learning.
·
Review and scrutinize key documents,
contracts and management reports reaching the Director of Litigation for
quality, accuracy and compliance with policies and systems, and advise
accordingly.
·
Research partnership ideas
critically and initiate partnerships and initiatives for furthering CSL’s
objectives;
·
Act as a liaison for CSL’s ongoing
legal research and litigation partnerships in Tanzania as well as
internationally.
·
Implement strategic partnerships and
initiatives effectively in a manner that bring results and change, and that
generate specific new knowledge for achieving CSL’s goals;
·
Work closely with the Head of
Research and Learning to bring out and publish lessons, and to use the lessons
drawn from monitoring, evaluation and international knowledge in the current
partnerships.
·
Maintain well organized, high
quality documentation throughout to support CSL’s Knowledge Management efforts;
·
Draft letters and undertake basic
correspondence with partners and service providers on behalf of the Director of
Litigation.
·
Support the Head of Programs and
program team as needed.
Core
Qualifications and Competencies
·
A Masters degree in Law with a
minimum of 6 years relevant working experience in Tanzania.
·
At least 3 years experience
undertaking litigation in Tanzanian and/or regional courts.
·
Keen understanding of country
political and social dynamics; analytical and conceptual skills, and ability to
translate these into program development;
·
Creative thinker, imaginative, able
to think outside the box and make unorthodox connections. Strong affinity with
the thinking behind the CSL concept;
·
Excellent networking, relationship
building and negotiation skills;
·
Preferably experience in working
with Litigation networks and/or Law Firms
·
Demonstrated team working qualities,
and ability to deliver quality results;
·
Excellent verbal, writing and
communication skills in English and Kiswahili.
·
Curiosity and passion to learn, push
the envelope, innovate, be creative, take thoughtful risks and get things done.
