Job Description
Role PURPOSE
The position holder will be responsible for financial management of Plan’s AWF Project which covers 2 components which are child protection and Youth Economic Empowerment implemented at regional level across Mwanza region. S/he will be accountable and responsible to ensure effective internal control system, accurate accounting, and financial reporting in compliance with A Working Future financial guidelines. S/he also facilitates the capacity building of the partners finance staff on compliance and to ensure timely advance settlement & payment.
Dimensions of the Role
Project cash and budget management
• Oversee and manage project budget at regional level with close coordination with country finance team.
• Oversee compliance of Donor financial policy guidelines, policies and procedure of Government of Tanzania relating to exemption of VAT and any other income tax.
• Review partner’s advance settlement documents, process for timely payment requests.
• Assist in Detail Implementation Plan revisions and cash flow revisions in close coordination with Head of Child Protection, Head of YEE and Finance team.
• Prepare Weekly and monthly Project cash forecasts in a realistic manner
• Review Cash Disbursement vouchers
• Review purchase requisitions and orders.
• Monitor proper use of petty cash fund
• Review payment packages for budget availability and correct coding.
• Monitor budget versus expenditure.
• Ensure timely processing and disbursement of payments to legitimate suppliers.
• Prepare work plan and budget in coordination with the Head of YEE and make sure that all expenditures are according to work plan and budget.
• Ensure that Project spending is in line with their agreement budget and inform Head of Education and Head of Child Protection of any expected deviation for timely action.
Financial reporting
• Prepare monthly/quarterly program/financial report in coordination with Finance Grants and Finance departments
• Manage general ledger accounting and entering of project expenditure into the system
• Reconcile Accounting software reports with Project Reports
• Monitor the advances register and Sub-Grantees advances
• Ensure Accountability in Preparation, review, consolidation and submission of correct and complete Project Financial reports on time.
• Assist to Conduct Project audit when needed
Internal Financial Controls enhancement
• Ensure adherence to Donors financial controls, processes and procedures.
• Follow up finance-related audit actions
• Participate in Quarterly physical asset and inventory verifications

· Good command over conflict resolution while maintaining important relationships: Capability to resolve conflicts

- Managing donor grants with strict reporting deadlines
· Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Technical expertise, skills and knowledge
Essential
· Bachelor degree in Accounting/Finance or related Business degree, CPA/ACCA qualification an added advantage
· At least 3-5 years’ of relevant working experience in the field of accounting and finance.
- In-depth knowledge and experience of the Finance and accounting preferably in Non-profit making organisation, SAP experience will be an added advantage.
